Contract Specialist II

About the position:
VMSI is seeking a Contract/Acquisition Specialist II to support our Bureau of Indian Affairs client. The ideal candidate will possess knowledge in the Contracts Specialist/Administrator 1 category and have three (3) years of relevant experience.
Responsibilities:
The candidate will perform contract administration under the guidance of a Contract Specialist/Administrator 5 carrying out pre-determined and recurring contract administration duties with additional exposure to cost/price analysis, evaluation of performance, contract termination, contract closeout, the FAR and/or DFARS.
In this role you will perform the following duties:
- Contract Development: Prepare, review, and analyze contract documents such as solicitations, requests for proposals (RFPs), and contract modifications. Ensure compliance with applicable laws, regulations, and policies.
- Contract Negotiation: Collaborate with stakeholders, including program managers and contractors, to negotiate contract terms, conditions, and pricing. Identify areas of potential risk and recommend appropriate mitigation strategies.
- Compliance and Regulations: Stay updated on federal acquisition regulations, policies, and procedures. Ensure adherence to applicable laws, such as the Federal Acquisition Regulation (FAR), and agency-specific regulations.
- Market Research and Vendor Selection: Conduct market research to identify potential vendors or contractors. Evaluate proposals and conduct cost/price analysis to determine the best value for the government.
- Contract Performance Assessment: Evaluate contractor performance through performance metrics, quality assurance plans, and regular assessments. Identify areas for improvement and implement corrective actions when necessary.
- Contract Closeout: Facilitate the timely and accurate closure of contracts, ensuring proper documentation, final payments, and disposition of property. Conduct post-award debriefings to capture lessons learned.

Requirements:
- Bachelor's Degree or equivalent experience
- Knowledge of Federal Acquisition Regulations (FAR)
- Analytical and Communication Skills
- Knowledge of Procurement Processes
